Shaun Connell
Regional Manager (AFL Vic)
Shaun has been involved in Community sporting clubs for over 20 years, working across all levels of Community football.
He started volunteering at the Gembrook-Cockatoo Football Club before moving on to the Yarra Valley Mountain District Football League as Operations Manager. After 12 months, he was appointed as the Operations Manager at the Victorian Country Football League, where he was for seven years.
Shaun was appointed general manager at South East Juniors in 2009, then AFL South East as peninsula leagues manager, and then chief operations manager until May 2022.
Shaun commenced his position as AFL Region Manager, Goulburn Murray, in May 2022.

Sam Monaghan
Club Development Lead
Sam joined the team in September 2023 after finishing her management role with Rugby Victoria as Game Development Manager.
Her strengths are planning, executing, supporting, and driving the growth and development of rugby in Victoria. Sam has a strong sporting background, lives locally, and has been playing with Shepparton United in their women's team, managing volunteers in her current role and being a volunteer herself.
The CDL is a joint-funded role between the AFL, AFL Victoria, and AFL Goulburn Murray. It will primarily focus on supporting the sustainability of affiliated clubs and volunteers across the Goulburn Murray region.

Michelle Adams
Consultant Accountant
(Tuesdays)
Began working with the GVFL in 2009 as the accounts and financial manager. In 2015 commenced working at AFL GM when the GVL joined the Administration Hub.
Her role includes managing all finances for AFL GM and overseeing the finances of all the leagues under AFL GM. Michelle has a Bachelor of Business & is a CPA.
Michelle has been involved in the Mooroopna Cricket Club on the committee & held the position of treasurer for two years. She has also been involved with both her daughter’s netball teams volunteering & team managing.

Josephine Spencer
Head of Operations
Jo Spencer is the first female to hold the role in the league’s 127-year history. Jo also looks after the operations for AFL Goulburn Murray Tribunal (covering 4 leagues).
Jo has a strong operational background as a leader and manager, across different industries including retail, sales, advertising and media, marketing, communications, event management and hospitality.
Jo is also a current Board member of the Shepparton Chamber of Commerce & Industry, having been on the board for almost 9 years (served in two terms). She is the current Chair of the Events Sub Committee and has previously acted as Chamber Secretary and Director of Events (under a previous Chamber Structure). She also represented the Chamber on the Tourism Greater Shepparton Board for over a year and is a member of the Careers Day Out Event Committee.
In her previous role, Jo was a member of the Future Committee, Social and Wellbeing Committee and the OH&S Committee.
With a daughter in primary school, Jo is also a member of the St Brendan’s School Advisory Council and looking to also become a member of the Parent’s & Friends Committee.
Her sporting associations in the past have included playing women’s soccer at Shepparton and a long time indoor soccer player.

Andrew Moore
Regional Director of Umpiring
Andrew is Goulburn Valley local completing his schooling at Notre Dame College. With a background in small business and Event Management, owning and managing a Music school as well as an Events and Production company.
Andrew has been involved with the GVUFA for over 15 years, holding many positions of responsibility including 4 years as President, committee member and tribunal coordinator. Andrew has umpired multiple senior grand finals as a field umpire.
Andrew is currently Deputy Chair of the local charity, “The Kyabram Gift”
Andrew is passionate about all community sport, and increasing participation at all levels across the Goulburn Valley, whether it be as a player, official or supporter.

Brad Noonan
GVL Operations Manager
Brad has extensive experience in elite-level sports, including in the AFL at various levels and in project management roles.
His background includes full-time roles at the Carlton Football Club (AFL), Northern Bullant's Football Club (VFL), AFL Victoria and Big V Basketball. Brad has also held casual positions as the Administrator of the Victorian Football Umpires Association and as an Official AFL Timekeeper.
His resume showed strength in administration and management positions and demonstrated a focus on developing solid relationships with internal and external stakeholders.

Derke Lee
Competitions Manager (KDL)
Derek Lee is a passionate and diligent sport management graduate with strong adaptability and a commitment to achieving both organisational and personal goals.
With a genuine love for working with people, he thrives in dynamic environments that involve challenges, problem‑solving and collaboration.
His interest in event management began during his undergraduate studies, where he gained hands‑on experience coordinating and leading university events. Derek served as a coordinator for a leadership workshop for Hong Kong student‑athletes and later became president of the organising committee for his university team’s annual dinner. Through these roles, he developed skills in event planning, stakeholder communication, activity design, contingency preparation and on‑the‑spot decision‑making. Seeing participants enjoy the events reinforced his passion for sports and event management while strengthening his leadership and communication capabilities.
After graduating in 2018, Derek joined The Aberdeen Marina Club under Shangri‑La International Hotel Management Limited. Over two years, he built strong experience managing health club facilities and delivering member activities. In 2020, he successfully organised weekly summer camps for children—an initiative well‑received by club members and management. To further advance his expertise, he pursued a master's degree in Sport Management at Deakin University, graduating in 2023.
Derek works and volunteers across various roles in the sport industry, including administration, operations, customer service, coaching and data collection. His experience includes supporting club operations, delivering sport programs and events, managing communication channels, providing guest services at major sporting events and promoting positive sport participation.
Guided by his faith, Derek aspires to pursue meaningful work that elevates his personal qualities and wisdom while contributing value to the organisation he serves and supporting the wellbeing of his family.


Connor Noakes
Junior Competitions Operations Manager
Connor has completed his bachelor’s degree in Sport Management and Marketing and has developed his skills by completing internships at the Northern Football Netball League (NFNL) and Diamond Valley Basketball Association (DVBA).
He has further developed his interpersonal and stakeholder skills through these internships and positions within the retail industry.
